由于“网状责任制”对国际货运不利，特别是不能适应国际集装箱多式联运的发展需要，1980年5月24日日内瓦会议通过了在联合国贸发会议主持下起草的《联合国国际货特多式联运公约》，有包括中国在内的67个国家的代表在最后文件上签字。本公约规定了多式联运经营人的赔偿责任制是以过失责任为基础的统一责任制(Uniforrn Systern of Liability)，它有利于各种不同运输方式进行成组化联合运输时的统一适用，并较多地反映了发展中国家的要求。尽管该公约目前尚未正式生效．但它对各国在国际多式联运的立法工作与运输实务方面起着有益的指导作用。现将主要几点编辑于后．并尽可能地引用该公约的原文。
