A carbon-intensity based carbon allowance allocation scheme among enterprises in Shenzhen On October 29, 2011, a number of cities and provinces in China were chosen to host pilot locations for carbon emissions trading systems. Before a carbon trading market can be functional, carbon emission allowances need to be allocated. This makes the carbon emissions allowance allocation scheme crucially important as it goes a long way in deciding the effi ciency and fairness of the carbon cap-andtrade market. Although it has been proved that allocation by auction is the most effective way, Shenzhen city as one of the trading pilots will allocate carbon allowances free of charge at the initial stage. The European Union’s(EU) free allocation system, a product-based benchmark scheme for the manufacturing industry implement in 2013, is not feasible for Shenzhen due to the lack of data at a product level. Therefore the target of this paper is to explore a new allocation scheme with the data at a fi rm level other than the grandfathering scheme to fi ll the gap. In this paper, a carbon intensity based allocation scheme is developed by using the Boltzmann distribution and Gail- Shapley game. In the fi nal part of the report, fi rm level data from 2010 to 2011 of fi rms in Shenzhen, China are used to verify the effect and fi tness of the allocation scheme.
Tourist behavior patterns in the ecotourism destination in the west of China: A case study of Gannan Tibetan Autonomous Prefecture This study takes Gannan Tibetan Autonomous Prefecture as the place of case study and tourists as research objects. From the perspectives of geographical distribution of source tourist markets, Tourist activity behavioral and spatial patterns of Tourists, this study looks into the geographical structure of the source tourists and spatial patterns by geography. The analysis of 341 questionnaires on tourists shows that:(1) The tourism cycle of Gannan is in the development phase, competing with adjacent Aba, and greatly impacted by the substitution effect and shadow effect of Aba.(2) The spatial distribution of tourist sources is concentrated, indicating that Gannan is a regional tourism destination. The temporal distance of tourists is mainly concentrated within the 6-hour traffi c circle.(3) Gannan Tibetan Autonomous Prefecture has already become the composite tourist destination dominated by leisure vacation. The minority folkcustom and special landscape are the most attractive tourism resources. Due to the impact of man-land harmonious lifestyle in the tourist areas, the environmental attitude of tourists is improved, and the transportation and shopping are the most vulnerable links in tourism service in Gannan Tibetan Autonomous Prefecture.(4) The spatial behavior of tourists in Gannan is mainly of single-destination style(52%), Transit leg and circle tour style(7%) as well as circle tour style(41%). The spatial distribution of tourist fl ow in Gannan shows a signifi cant feature "more in the north, less in the south and dependent on National Road". Tourism resources, transport facilities, regional competition and lack of route connecting different ecological units are important causes of the spatial distribution of self-help tourists.
Infl uence of environmental regulation intensity on regional technology innovation: An empirical research based on eastern and mid-China region This paper adopts the comprehensive index method to build environmental regulation intensity index. Based on "Porter Hypothesis", it empirically examines the relationship between environmental regulation intensity and regional technology innovation using the eastern and mid-China region’s provincial panel data from 2005 to 2013 and panel data method. The results show that:(1) In the eastern and central regions, the relationship between the intensity of environmental regulation and technological innovation presents a "U" shape, and "Porter Hypothesis" can be verifi ed;(2) The eastern region can break "U" infl ection point earlier than the central region. Therefore, the government should not only strengthen the intensity of environmental regulation, but also pay attention to environmental regulation form, formulate reasonable environmental regulation policy, actively guide the enterprises to seek out technology innovation in order to realize win-win situation of environmental protection and economic development.
Analysis on diff icult situations and strategies of constructing ecological civilization of enterprises In recent years, China has launched active exploration and practices in the aspects of the construction of ecological civilization and has made remarkable achievements. In this process, enterprises have played an important role in optimizing the economic growth, promoting energy-saving and emissionreduction, and spreading ecological culture. The paper analyzes the present situation and existing problems of current construction of ecological civilization of enterprises in China. On the basis of current situation of the construction of ecological civilization of enterprises in Beijing and in line with the industrial standard of CRISP-DM, the paper utilizes decision tree algorithm and researches the key elements which infl uence the enterprises’ willingness of the construction of ecological civilization. The research result shows that there are three key elements which infl uence the enterprises’ willingness of the construction of ecological civilization: enterprises’ average sales of the past three years, the categories of enterprises and enterprises’ principals’ cognition on the responsibility of the construction of ecological civilization; other two variables have no infl uence on the willingness: the ration of research and construction staff in enterprises and that whether enterprises are high-tech ones. Therefore, it is necessary that governments should take the lead to establish strong conception of ecological civilization among citizens, carry out vigorously the publicity and education of the construction of ecological civilization, enhance the cognition levels of enterprises’ principals and reduce the costs of the construction of ecological civilization.
Ecotourism and environmental ethics: Based on Chinese Confucianism and Taoism philosophy Based on traditional Chinese philosophy, we study the modern eco-tourism and environmental ethics and its implications. Firstly, the eco-tourism and environmental ethics were defi ned; Secondly, the Chinese philosophy of Confucianism and Taoism related to the concept of eco-tourism and environmental ethics were reviewed; Finally, we provide implications to the practitioners and experts of environment in China.
Construction of ecological civilization in China: From the perspective of multiple dimensions In order to study the construction of ecological civilization in China, this paper discusses the framework, development model and strategy of ecological civilization construction multiple dimensions. It believes that the path and direction of ecological civilization development in China depend on multiple dimensions of development and their interactions. From the perspective of multiple development, it analyzes organic unifi cation of triple development logic– regional development, phased development and inclusive development- to steadily promote the construction of ecological civilization in China, and then the paper puts forward countermeasures and suggestions on accelerating the construction and development of ecological civilization.
A study on the innovation of regional environmental management mechanism in Beijing, Tianjin and Hebei area within the background of ecological civilization Within the background of the need to promote the construction of ecological civilization and the current confl ict between the economic growth and the constraints of environment and resources, after a review of the theoretical study and practical exploration of ecological civilization, the article makes an analysis of the status quo of ecological civilization development in Beijing, Tianjin, and Hebei area, sums up the main problems there, and explores the development strategic framework to improve the regional ecological environment. It comes to the following conclusions: as the ecological and environmental problems in the BTH area are mainly the air pollution and so on, we should seek to build a mechanism of environmental management for sustainable development from the different aspects of industrial distribution, energy utilization, institution construction and market participation. We should capitalize on the chance to construct the ecological civilization, promote to change the regional economic growth pattern, improve the quality and effi ciency of development, and fi nally promote the synergetic development of ecological environment in the BTH area.

EPC mode has obvious characteristics for the ESCO and the customers, it can meet the basic requirements of large public buildings energy-saving, such as the width of funding sources, program specifi cation, advanced technology, information fl ow and management level higher, etc. Under the condition of market economy, it also provides a broad platform for the ESCO implements building energy saving transformation, which is conducive to the realization of the win-win cooperation between the parties, and to promote the healthy development of the existing large public building energy saving reconstruction.
Game analysis of endogenous force in developing cooperatives in the village: A case study With village elite fl ow as the clues, this study mainly describes the development of the Hongqi village cooperative organization. Through analyzing the fl ow condition in development process of the village elite personnel in the village cooperatives, this paper explores the struggle and cooperation between the developments of cooperatives of endogenous force in rural structure. The study found that under the limited situation of rural elite capacity, as an embedded base village bottom-up formation of cooperatives, the internal forces are constantly in a tension structure, the various forces in the different development period are conversion between the symbiotic and opposition; Combination, differentiation, struggle of various forces within the cooperative are supported by their own wealth, genetic, factional social capital; the splits and realignments of malignant competition forces caused by internal cooperatives are the key power to restrict the development of village cooperatives. The base-level countryside and cooperatives needs limited elite unity and equilibrium of internal forces to obtain effective governance and long-term development.
